In his Introduction to McTaggart's Philosophical Studies , Dr. S. V. Keeling complains that in the interests of a prejudice in favour of science and scientific methods, Russell and his followers have denied the possibility of solving metaphysical problems without giving any philosophical reason for this proscription. And by “metaphysical problems,” Dr. Keeling seems to mean ethical problems about the amount of good and evil in the world, the nature of human beings and their destiny, the hopes of men (...) about immortality, and hence the “ultimate analysis of Time,” etc. Science is not concerned with such problems, and moreover it is the business of philosophy to “justify” induction and cannot itself employ a scientific method. Dr. Keeling therefore urges a return to the rationalism of McTaggart and the attempt to solve such problems by the deductive method. I want to say why this seems to me impossible and why such problems are insoluble unless they can be interpreted empirically and left to the investigation of the special sciences. I shall refer first to the most important feature of present empirical philosophy, then discuss metaphysical and other deductive systems, and finally dispute McTaggart's claim that the Self must be known by acquaintance and not by description, which Dr. Keeling regards, mistakenly, as it seems to me, the final refutation of this part of “positivistic phenomenalism.“ By this procedure I do not intend to justify or defend analytic philosophy but merely to re-compare its method with that of McTaggart. Gianelli (bio)As most readers of this column already know, the President's Council on Bioethics went through a major transition during the past year when Leon Kass—in October 2005—handed the chairman's gavel over to Georgetown University's Edmund Pellegrino. Dr. Kass has remained on the Council as a member.1When the gavel change took place, the Council's (...) phone started ringing. Everyone wanted to know the same thing: What topics would the Council take up this term? Dr. Pellegrino's answer was always the same: The Council's agenda would be established through a consultative process with the members themselves and with an eye to those problems and controversies in bioethics to which we, as a body, can make a contribution.Taking its cue from the list of potential topics suggested by members, the Council—over the course of the next several meetings—listened to experts on such topics as children and bioethics (with a focus on children in clinical research), organ transplantation, and that oft-cited-but-hard-to-define concept, "human dignity."The latter topic entered the arena of discussion because it is a concept that is cited frequently in the bioethics literature, and it is also one that has figured prominently in Council discussions and documents. Although the concept is widely invoked, there is no universal understanding of what it means, and it is not easy to encapsulate into a one-size-fits-all definition. Indeed, some critics maintain that appeals to human dignity are fig leaves used to camouflage unconvincing arguments. So between December 2005 and April 2006, the Council devoted several sessions to various perspectives on "human dignity: its meaning, its foundations, and its relevance to bioethics." After hearing from James Childress, Patricia Churchland, Daniel Sulmasy, and Paul Weithman2 on the topic, the Council decided to issue a volume of approximately 20 essays, some by Council members and others by scholars from a variety of relevant disciplines.3 The volume is expected to encompass a broad array of opinion on the topic of human dignity and is scheduled to be published next spring."Children" were also the focus of several sessions during the past year. The Council's last report addressed care giving for the elderly.4 After it was issued, several members suggested it was time to focus on the youngest members of [End Page 375] society. A number of experts in a variety of related fields testified before the Council about possible issues it could explore: newborn screening for genetic disorders; decision-making standards for those who lack capacity; ethical issues in neonatal and pediatric intensive care; pharmacology and psychiatric disorders in children; and children and clinical research. In addition, a number of groups and individuals involved in related topics met with staff to discuss their interests and concerns.This exploratory engagement with facets of the broad topic of children and bioethics led the Council to focus, more narrowly, on a cluster of issues concerning newborn screening for genetic disorders—a topic on which it is likely that the Council will issue a white paper, possibly by next summer. The stimulus for this particular focus has been the American College of Medical Genetics's recommendation that all newborns in the U.S. be screened for a panel of 29 disorders.5 Currently, each state decides for its residents which conditions are subject to mandated screening, so it is possible to get early diagnoses of treatable disorders in one geographical area but not in another. Proponents of screening find the federal approach to mandated screening more equitable. Potential ethical problems, however, exist with the proposal. Some want to ensure that newborns are screened only for treatable conditions on grounds that it would be too burdensome to discover one is carrying the gene for a late-onset disease that cannot be prevented. The book titled “Diaries of Sociology” was penned by Dr. Necdet Subaşı and published under the authority of Mahya Press in 2018. Its first edition was published in 2018 and it consists of 41 different articles that have been scripted through the years by Subaşı. In other words, all of the articles placed in this book were presented as collected works. Basically, it is seen that the author evaluates certain issues that societies, face at our present. The articles were written (...) between 2007-2017, and they discuss several issues concerning the concept of family, the nature of religious groups, the relationship between politics and religion, and figures of the religious leader. As the author played a significant role as a moderator during the workshops about Alevi Studies, his writings, on these topics, are very valuable. Having written that religion and language have an influence on the formation of identity as much as each other, Subaşı underlined the importance and role of religion and language in the protection of their Turkish identity for those Turks who lived in a “diaspora”. In this book, he also makes some assertations regarding the position of the role of religion in Turkish modernization in the manner of religion and politics. Additionally, in the last chapter of his book, the exploitation of faith by a terrorist organization during the coup attempt in 2016 is mentioned. Then the weakness of the men working under the service of Religious affairs or departments of Theology who are supposed to sense the danger earlier and warn society was highlighted. Thus, it is necessary to remind at this point that a genuine work of Necdet Subaşı titled "Sosyoloji Günlükleri" contributed academic environment primarily related to the field of Sociology of Religion as it reveals the relations between religion and society in the sense of a sociological perspective. Prof. Dr. Frieder Otto Wolf, President of the Humanistischer Verband Deutschlands, provides an overview of the main currents of modern humanism in Germany. He describes the central stream of German humanism as practical, in that it combines the principled imperative to overcome all structures and situations in which people are not treated as human beings with seeking to widen the horizons of humane existence in the arts and sciences and in capabilities of leading a fulfilling life. This humanism compels (...) resort to other criteria than nature, such as those logical, emotive, cultural, in order to gauge the acceptability of value claims. The practical efforts to humanize society and widen human horizons requires engagement in public policy debates and social organizing and programming on consensus issues. Accordingly, the HVD works on such diverse issues as strengthening the rights to bodily integrity and sexual autonomy, preventing economic collapse, accommodating immigrants, protecting personal privacy, limiting the use of military force, building intra- and international peace, and exposing anti-humanist prejudice. When President Reagan and Prime Minister Thatcher adopted the neoliberal doctrine as the paradigm of economics, there was no evidence that the move would have been successful, but thirty years on, the recurrent crises that culminated in 2008 suggest a serious mis-match between expectations and outcomes: a re-examination of the paradigm is in order. This book focuses on Milton Friedman's formulation of the neoliberal doctrine, and analyses two aspects that were essential to turning it into a fully-fledged paradigm: the (...) attribution of scientific status to positive economics, which led to informing public policies on the requirements of the market; and the characterisation of economic freedom as capable of promoting political freedom, which led to identifying free market with democracy. The book exposes Friedman's methodological argument for attributing positive economics scientific status as a failure, and his characterisation of economic freedom as a delusion; it identifies in the emergence as the mainstream in economics of the neoclassical synthesis, which borrowed from Walras' the mathematical treatment of equilibrium but not the ethical and social framework in which it was inscribed, a development that facilitated the transition from the Keynesian to the neoliberal paradigm. Dr. Mosini shows that the gigantic bail-outs carried out courtesy of the public purse, which institutionalised the practice of collectivising losses while keeping profits private, were no accident, but the consequence of the rethinking of the function of lender of last resort according to Friedman's conception of rationality in relation to risk, combined with his interpretation of the 1930s recession. The book concludes that the neoliberal paradigm has served the interests of the economically powerful social strata it was designed to benefit extremely well, but that the deep, and deepening, injustice it has brought about calls for a complete rethinking of the paradigm of economics according to ethical principles respectful of human values. I agree with Dr Eyal that the ‘trust-promotion argument for informed consent’ fails to account for common sense intuitions about informed consent.1 Appealing to ‘social trust, especially trust in caretakers and medical institutions’ cannot, by itself, justify informed consent requirements. And stipulating, in the trust-promoting argument's first clause, that such trust is necessary is an invitation to abuse, in healthcare systems as much as in political systems. Those who are asked to give their informed consent to medical procedures have every (...) reason for healthy scepticism, given the well-documented inadequacies of existing healthcare systems. ‘Trust but verify’—the Russian folk saying that President Ronald Reagan invoked in negotiating with Soviet leaders—has relevance in a great many circumstances, not least for individuals before agreeing to undergo medical procedures or to participate in clinical studies.While it is in no way necessary for these individuals to trust health professionals, much less medical institutions more generally, what is necessary is for the health professionals …. He accounts for the appearance of the reality of tense - our sense of the passage of time, and the fact that our experience occurs in the present - by showing how time is indispensable as a condition of action. The Philosophical Society of Edinburgh which had flourished for a few years after 1738 was as good as dead in 1748. Lord Morton, its President, now lived most of the time in London whence he wrote to Sir John Clerk in 1747 that he regarded the Society as ‘annihilated’, apparently thinking that the death of Colin MacLaurin in 1746 and the temporary retirement to the countryside of its other Secretary, Andrew Plummer, had put an end to it. Sir John (...) had hoped to revive it through association with the Royal Society of London, but Morton did not encourage him in this scheme, about which he had ‘great doubts’. The Society needed a mathematician and an experimenter who could carry on the consulting work which MacLaurin had done, but Morton glumly wondered if ‘the new professor of Mathematics [Matthew Stewart] will be as zealous as MacLaurin had been.’ The Society's other officers, Dr John Clerk and Alexander Lind, are not known to have tried to revive the Society. Perhaps they were discouraged by the fact that ten of the members of the Society were dead, and that six more had left the kingdom. At least three others were likely to have been habitually absent from meetings because they lived some distance from Edinburgh. Of the remaining forty-five known members in 1748, nine were over sixty-one years of age with four being between seventy-one and seventy-six. In 1737 the average age of thirty-eight of the founders had been 46.0, but by 1748 it had risen to 53.9 for the thirty-three men for whom it can be calculated. Disruption, death, and age had diminished enthusiasm for the Society and jeopardized its survival. Only two meetings are known to have been held in 1746. Sir John's letter to Morton about affiliation with the Royal Society is the only clear sign of life in 1747. We may well ask why this floundering body survived, to whom and to what it owed its revival? The answers to these questions tell us something about the intellectual needs and interests of the Edinburgh intelligentsia of the mid-eighteenth century. (shrink)

But Williams had created a field of historical study, where his white counterparts had not. Single-handedly and without the blessing or approval of the academic community, Williams had called attention to the importance of including Afro-Americans in any acceptable and comprehensive history of the nation long before the historians of various groups of European-Americans or Asian-Americans had begun to advocate a similar treatment for their groups. And if Williams did not impress the white professional historians, he gave heart and encouragement (...) to future Afro-American historians. When the History of the Negro Troops appeared in 1887, nineteen-year-old W. E. B. Du Bois was a college senior at Fisk University and editor-in-chief of the student magazine, The Fisk Herald. In the columns of the Herald Du Bois wrote, "At last we have a historian; not merely a Negro historian, but a man who judged by his merits alone has written a splendid narrative. The Herald congratulates George W. Williams, and the race, which may justly be . . . [proud] of him."1 Many years later, Carter G. Woodson, the founder of the Association for the Study of Negro Life and History and of the Journal of Negro History, described Williams' History of the Negro Troops as "one of the most valuable accounts of the Civil War."2 With words like these from Du Bois and Woodson, on whose shoulders much of the second stage of Afro-American historiography would rest, it is not too much to say that George Washington Williams was responsible for the beginnings of Afro-American historiography. · 1. Gleeson, Damian John In 1924, after a hiatus of a decade, the Australasian Catholic Record was re-established under the driving force of Monsignor John Joseph Nevin, the then vice-president of St Patrick's College, Manly. Mgr Nevin was ACR's principal editor up until 1937 and with the exception of a trip to Ireland and Europe in 1927, he contributed articles and answered questions on topics ranging across canon law, marriage, and moral theology in virtually every quarterly issue of ACR for (...) more than two decades. At Manly, he educated thousands of seminarians for dioceses across New South Wales and beyond, and was the college's president from 1929 to 1942. As such, Mgr Nevin was probably the most formidable Catholic clerical academic in New South Wales in the interwar period, yet we know little of this prodigious writer and intellectual who was a key adviser, not just to the Sydney hierarchy, but to a wide range of bishops. Apart from Dr Kevin Walsh's splendid history of St Patrick's College, Manly, church historians have not sought to consider the significant career of Mgr Nevin and his influence on several generations of clergy and bishops. Is it appropriate or even desirable to speak of a Buddhist “theology of religions”? Does Buddhism have its own ways, however subtle, of affirming its superiority over all else that claims the name “religion”?The European Network of Buddhist-Christian (...) Studies set out to find answers to these questions at its seventh conference, held at the splendid Catholic conference center of St. Virgil on the outskirts of Salzburg, Austria.Given the demographic realities in Europe, the network has inevitably tended to be a group of Christians discussing Buddhism, as far as possible with the participation of Buddhist guests but without really providing a platform for a thoroughgoing Buddhist discussion of religious plurality. This time, more Buddhists than ever before, including significant scholars from America and Asia as well as Europe, participated in the conference. We were thus treated to a discussion of Buddhist attitudes to the religions that broke new ground and presented a vivid picture of Buddhism’s own internal diversity.In his introductory address the president of the network, Prof. John May, paid tribute to the University of Salzburg’s newly established Centre for Intercultural Theology and the Study of Religions, whose director, Prof. Gregor Maria Hoff, welcomed participants on behalf of the university. The Buddhist doctrine of “two truths,” one expressed in the “higher” language (paramārthasatya) accessible only to Buddhist practitioners and the other in the “lower” language (samvrtisatya) of discourse with others, does not hold out much promise of true mutual respect between traditions.Prof. John Makransky (Boston College), an ordained lama and meditation teacher as well as a renowned scholar of Tibetan Buddhism, took up the challenge of developing a Buddhist “theology” that avoids the claim to superiority. What matters to the Buddhist practitioner is to cut through all subconscious clinging, even to approved teachings and spiritual results. “Ultimate truth” can be known, directly but nonconceptually, yielding a “nonconceptual compassion” comparable to what Christians call “totally undivided oneness with God.” Lacking historical consciousness, however, teachers have tended to project their understanding of skillful means back on to Śākyamuni Buddha, each school assuming that other schools are merely preparations for itself. The same pattern is evident in the integration into Buddhism of indigenous religions such as Shintō, which enriched Buddhism but also assimilated it to themselves. Prompted by his contacts with Christian colleagues to venture beyond practice into Buddhist self-reflection, Makransky is now prepared to see in conceptions such as the Dharmakāya (“Dharma body” of the Buddha or ultimate reality) an equivalent of what Christians understand by God. The Body of Christ, with its implications for ecclesiology, could open up a further avenue for comparison.Existing under the conditions of late or post-modernity, Buddhism is forced to come to terms with pluralism and ecumenism. Prof. Kenneth Tanaka (Musashino University, Tokyo), an ordained Jōdo Shinshū priest, sees himself as incapable of saying to a non-Buddhist, “You’re not saved,” because the practice of prajñā and karunā (wisdom and compassion) is not restricted to Buddhists. When, in the wake of the September 11 terrorist attacks on the World Trade Center in New York more than two decades ago, the late Queen Elizabeth II expressed her sentiments with the words: ‘Grief is the price we pay for love’, she was making a reference to British psychiatrist Dr Colin Murray Parkes's book Bereavement: Studies of Grief in Adult Life. In the book, Dr Parkes states an obvious, albeit often ignored, fact that the pain of grief is just (...) as much part of life as the joy of love. Following the death of the Queen in September 2022, Joe Biden, the current president of the US, used the same quote as an opportunity to express his own personal sadness about her passing. It was also an opportunity to participate in public grief about the loss of a popular leader, and of innocent lives. It is not uncommon for leaders, religious ones including, to speak of love, especially during such poignant moments. But it is somewhat less common for public figures to bring to our attention the close connection between grief and love. Even when they do, grief is commonly seen in a negative light. Philosophers provide another example of what is, I shall argue, a mischaracterization of grief. (shrink)

The story of the end of the Philosophical Society of Edinburgh in 1783, is linked with that of the founding of the Society of Antiquaries of Scotland and the Royal Society of Edinburgh , both of which were given Royal Charters sealed on 6 May 1783. It is a story which has been admirably told by Steven Shapin. He persuasively argued that the P.S.E. was a casualty of bitter quarrels rooted in local Edinburgh politics, in personal animosities and in disputes (...) about the control of cultural property and intellectual leadership. They are not, first of all, phenomenologists or existentialists in the strict sense, by which I mean they do not hold the sceptical epistemological premises usually associated with these labels. Existentialists deny the classical doctrine of truth according to which truth is the adaequatio ad rern of the intellect. Instead they maintain that when I look at, say, an egg, and say to myself, " Here I am, one being among others like this egg here ", I am being naive because I have not yet seen that the distinction between myself and the egg arises within t:he phenomenal field and therefore cannot be uncritically assumed in an account of knowing. The subject-object distinction, they say, is not one more distinction between objects, like that between the egg and the chicken it came from; it cannot be understood as an intellectual grasp of one individual substance by another individual substance. For this reason, according to the existentialists, we must not think of knowledge as an overcoming of the isolation of self-consciousness, but rather as the origination of a distinction, a negative act identical with that of selfconsciousness in its self-transcendence. Awareness of the egg is not a grasp of the egg in itself so much as a self-conscious mitosis which incidentally constitutes the egg as object.4 The realist answer, as Chesterton said, is that eggs are eggs. The fact that the distinction between the egg and the chicken appears within consciousness, and that the subject can see a similarity with the distinction btween himself and the egg,.provides no argument for the unreality of either distinction unless you assume from the start that intentional objectification falsifies or fails to reach being " in itself". But this is a decision, not an a.rgument. This paper tells how a government imagined using these resources and put them at the service of its management to have real-time information to guide decision-making. It shows how an interdisciplinary team of professionals from informatics, cybernetics, economics, statistics, and politics worked to create a (...) state-of-the-art system in its time, using available information and communication technologies. It shows the challenges that had to be overcome, both technological and cultural, and how this was carried out. It compares the experience of Uruguay with a previous and similar one in Chile fourteen years earlier. It then argues some of the main problems faced and claims the innovative character of the project. Finally, it draws some conclusions from experience. Jitendra Nath Mohanty, who passed away on the 7th of March 2023, was emeritus professor of philosophy (...) at Temple University, Philadelphia. In the last decade of his life, he used to spend long periods in his home in Kolkata, the city where he studied as an undergraduate. Born in in 1928 in Cuttack, Orissa, India, Mohanty ranked first in all public examinations and in his B.A. at Presidency College, Kolkata and his M.A. examination at the University of Calcutta. After receiving a Ph.D. from the University of Göttingen in 1954, he came back to India and continued his traditional-style tutelage under two great Sanskrit Pandits: Ananta Tarkatirtha (for Navya Nyāya) and Mahamahopadhyaya Yogendranath Bagchi (for Advaita Vedānta). In his long academic career, he taught at the University of Burdwan, the University of Calcutta, the New School for Social Research, the University of Oklahoma, Emory University, and Temple University and held visiting professorships at All Souls College Oxford and Jadavpur University, Kolkata.JNM was trained equally thoroughly in three distinct traditions and styles of philosophy. Therefore, (...) to discuss the termination of a patient's life by a physician at the patient's request, the phrase active euthanasia is used, and the supplying of a means by a physician whereby a patient can end his or her life is referred to as assisted suicide.Euthanasia, either as the "good death" from classical Greek or "mercy killing" to end unbearable suffering in the dying, has long been a topic of interest in western civilization (III, Brody 1989). The annual meeting of the Society for Buddhist-Christian Studies in Nashville decided that the next international conference will be held August 5-12, 2003, in Chiang Mai, Thailand.An invitation was extended to the society by Dr. John Butt, director of the Institute for the Study of Religion and (...) Culture (ISRC), and by the president of Payap University, Dr. Boonthong Poocharoen. As a Presbyterian faculty member of the McGilvary Faculty of Theology, John has extensive interreligious experience in Thailand and participated in the society's last international conference held in Tacoma, Washington, in August 2000.The institute's associate director, Professor Saeng Chandrangam, is a former Buddhist monk and is one of Thailand's most highly respected Buddhist laymen. PurposeThe purpose of this paper is to present a case study of the creation of a Knowledge Zone in Curaçao to provide an insight into how a Knowledge Zone is established. After devising a vision, strategic alliances were formed. This created synergy and momentum, giving the project and process a life of their own.Design/methodology/approachThe project of creating a K‐Zone is based on a theoretical framework which draws upon the notion of a creative class, and how it can be attracted to (...) a specific location. It also deploys change management methodology, which describes how change is implemented. The theory states that creativity will drive the economy in the future and that societies that are able to attract the creative class will excel. It is not clear what attracts the creative class but it is believed that a certain life style, concentrations of peers and virtual and physical connectivity are essential. To create these conditions some changes must be implemented and these changes are often resisted in the beginning.FindingsKnowledge Zones can be created if there is a clear shared vision, leadership and alliances that forge synergies. The project was started in 2010 by the UNA under the presidency of Dr Miguel Goede, the Rector Magnificus of the University of the Netherlands Antilles. With the support of the Board of Supervisors, the UNA entered/sought alliances with the nearby Carmabi Research Institute and the neighbouring school for nurses, which opened a new school building within the designated zone. The UNA also provided the impetus to start a campaign to construct a new hospital that was planned for the area neighbouring the university and to start a school of medicine. But the breakthrough came when the local telecom provider, United Telecommunication Services, decided to provide the university with dedicated internet connections that were capable of the highest speed available on the island.Originality/valueThe paper contributes to a framework for understanding the creative economy of Small Islands Developing States in the Caribbean and how change can be implemented in these settings. Green (bio)Because of the unavoidable time delay between the submission and publication of this article, its readers will have a significant advantage over its writer: You will know whether the recommendations of the Report of the Human Embryo Research Panel, on which I have served as a member since its inception in January of this year, are progressing (...) smoothly as the basis for evaluating future, federally-funded embryo research—or whether any of the recommendations has become stalled in controversy and political dispute. Staid journals like Science already are predicting that the Panel's Report is likely to create a stormy autumn for the National Institutes of Health.The Panel formally presented its Report to NIH Director Harold Varmus on September 27. The Panel's recommendations will be reviewed by the Advisory Committee to the Director (ACD) until the ACD's next meeting in early December. At that time, the ACD will make formal recommendations to Dr. Varmus, who then will initiate the process of drafting federal regulations that could go into effect by Spring 1995.Historical BackgroundControversy is not new to the area of human embryo research. In the United States, federal regulations enacted in the mid-1970s required any research on the human embryo to be approved by a federally mandated Ethics Advisory Board (EAB). The EAB drafted a significant report that provided ethical guidelines for research on the early, ex utero, human embryo. However, before the report could be acted upon, a new administration, which was opposed to abortion and anything remotely viewed as threatening to prenatal life, came to office, and when the EAB's charter expired in 1980, it was not renewed. In this manner, the Reagan and Bush administrations forestalled any federal support for embryo research in the United States. The next 13 years saw a significant expansion of infertility services in this country, but in the absence of federal funding and [End Page 345] review, there was very little systematic research on either infertility procedures or the human embryo.In January 1993, the U.S. political environment changed again when the Clinton administration fulfilled a campaign promise to remove a nearly five-year-old ban on fetal tissue transplantation research. Although fetal tissue research, which uses the remains of an aborted fetus, significantly differs from embryo research, which involves the developing conceptus ex utero before its transfer to and implantation in a womb, the changed political environment stimulated public discussion of embryo research as well. As a result, in June 1993, Congress nullified the federal regulations requiring EAB review for embryo research. Although this presumably left NIH free to fund embryo research without restrictions, NIH officials felt that guidelines were needed to ensure that such research was conducted in an ethically and socially responsible manner. The impetus for the project (...) was embryo-splitting research conducted by Drs. Jerry L. Hall, Robert J. Stillman, and others, at George Washington University and presented in October 1993 at a joint meeting of the American Fertility Society and the Canadian Fertility and Andrology Society. Media coverage at the time reported that the research had been approved by the university's formal review committees. However, it came to light in December 1994 that the researchers had not obtained approval from the university's institutional review board prior to conducting the research. Following a university investigation, the researchers were disciplined and instructed to destroy their data. The university also voluntarily forwarded the records of the incident to the Office for Protection from Research Risks at the National Institutes of Health. The meetings took place in Montreal, Canada, 25-29 August 1980, with Concordia University as host institution. The program of the conference (...) was arranged by a Joint Commission of the International Union of History and Philosophy of Science consisting of Robert E. Butts (Canada), John Murdoch (U. S. A. ), Vladimir Kirsanov (U. S. S. R. ), and Paul Weingartner (Austria). The Local Arrangements Committee consisted of Stanley G. French, Chair (Concordia), Michel Paradis, treasurer (McGill), Fran~ois Duchesneau (Universite de Montreal), Robert Nadeau (Universite du Quebec it Montreal), and William Shea (McGill University). O'Connell, vice-president for ethics and theology, ma.de the following comments: I am concerned that some of those who are legitimately alarmed by the potential abuses associated with the public policy that authorizes the withholding and withdrawing (...) of mechanical means of nutrition and hydration are sometimes publicly misrepresenting the Catholic moral tradition. In other words, in their well-intentioned and perfectly legitimate efforts to avoid the slippery-slope-that is, the wrongful withholding or withdrawing of nutrition or hydration from vulnerable dasses of patients-those advocates are placing the Roman Catholic moral tradition itself on the slippery slope. It is mistaken to say it is the church's teaching that we may never withhold or withdraw artificial nutrition and hydration. It is mistaken to uncritically refer to the removal of medically engineered nutrition in all cases as starvation-that is, the willful withholding of nutrition as morally obligatory. It is mistaken to say that the ethical standards of a single Catholic hospital are necessarily coextensive with the ethical standards of the Catholic Church. To revisit that event—and the Institute’s five founding collaborators who spoke at it—provides an opportunity to (...) re-vision some of the most significant intellectual, moral, cultural, and political factors that shaped both this Institute and the then-nascent field of bioethics.Eunice Kennedy Shriver, who spoke at the press conference, was intensely committed to a new sort of philanthropy that would effect socio-political change in favor the dignity and well-being of the mentally disadvantaged. As executive vice-president of the Joseph P. Kennedy, Jr. Foundation, she had already applied the Foundation’s vision and resources to the task of harnessing the best of the “biological revolution” of the 1960s to prevent developmental disorders. Prompted by the values at stake in the care of the disadvantaged, she turned the Foundation toward the creation of the Institute in 1971.Just prior to the opening of the Institute, Mrs. Shriver had produced and appeared as introducer in a highly influential film, “Who Shall Survive?”, which dealt with a “mongoloid baby” who was allowed to die in the newborn clinic because of its condition. Showcased at a highly publicized symposium involving 2000 people (Editorial 1971) and widely discussed in the press, the film helped to establish neonatal ethics as paradigmatic for the emerging field of bioethics (Bedeviling Question 1971; Rothman 1991, pp. 190–221). Undoubtedly under the influence of her involvement in the publicizing of those issues, Mrs. Shriver commented at the press conference that she hoped the Institute would re-emphasize the value of children in face of the widespread feeling that children are a burden (Kennedys 1971, p. 19).At the press conference, then president of Georgetown University, Robert J. Henle, S.J., announced the Kennedy Foundation’s grant of $1.35 million to establish the Institute. The reporters might have found it quite ironic that within a few years Georgetown’s ecumenical vision had provided the intellectual environment that permitted the Institute to become famous for development of the first systematic, secular (principle-based) approach to bioethics (Reich 1995).Father Henle was probably also aware that by launching the Kennedy Institute he was creating the first institute principally devoted to ethics research ever established at a university. It took a special sort of university to take this first step into bioethics research and policymaking. The imsāk time, which was declared by adding the tamkīn time to the time when the sun was 19 degrees below the horizon until 1982, was changed to -18 degrees as of 1983 with the new application of the Presidency of Religious Affairs, and the tamkīn practice was completely abolished. The change decision, which caused heated discussion and confusion in the public, caused some criticism and accusations to the Turkish Presidency of Religious Affairs. In particular, it is seen that criticism (...) focus on two issues: The first is whether the moment when the enlightenment of sun first appears or the moment when it spreads well will be taken as the basis for determining the al-fajr al-sādiq, which is the beginning time of fasting. The second is whether the altitude angle of the sun will be -19 degrees or -18 degrees in determining the al-fajr al-sādiq. According to the claimers, on both issues, Islamic scholars prefer the first view, while European Christian astronomy scholars prefer the second view. The Presidency of Religious Affairs, on the other hand, abandoned the view of Islamic scholars and adopted the view of Christians. This article deals with the examination, analysis and criticism of the criticism made by Prof. Dr. Ahmet Şimşirgil about the change in the beginning of the fast and also expressed by some calendar makers. The aim of the study is to determine whether the arguments put forward in the criticisms expressed by the claimants are correct. In other words, this study deals with the criticism of the criticisms directed at the change in the time of imsāk. In the study, whether the of the parties to the relevant decision of the Presidency of Religious Affairs and the evidence they put forward overlap with the information in the basic fiqh (Islamic jurisprudence) and astronomy works, based on text analysis, is discussed in a comparative way. There is no consensus among the scholars of fiqh and astronomy on the both issues according to the obtained results, and the evidence put forward for the criticism does not prove the claims. The research is important in terms of making a critical contribution to the current imsāk debates, which occupy a large part of the society, and placing the discussions on a scientific basis.
